যারা দেশকে ভালোবেসে লেখা পোষ্ট করেন তাদের জন্যে

যারা দেশকে ভালোবেসে লেখা পোষ্ট করেন তাদের জন্যে আমার এই লেখা
"একটি সত্যের মতো বদমাশ" । বিশ্বাস করি, এই একটি মাত্রই অস্ত্র আছে আপনার কাছে যার আঘাতে দেশকে নিয়ে আপনাদের সব দুঃখ কষ্ট ঘুঁচলেও ঘুঁচতে পারে । অন্যকোনও নিয়মতান্ত্রিক পথ আমাদের জন্যে খোলা নেই ।
মুখবন্ধ 
[ দীর্ঘ দশটি বছর পর্যন্ত আমার এ লেখাটিকে আমি আঁকড়ে রেখেছি । বিশ্বাস ছিলো কেউ না কেউ একজন সম্পাদক এ লেখাটির মূল্যায়ন করবেন একদিন । তা যে হবার নয়, লেখাটি পড়লেই বুদ্ধিমান কেউ বুঝতে পারবেন, কোথায় ভুল করে ফেলেছি আমি । এখানে যেটুকু তুলে ধরলুম তা আমার মূল লেখাটির শেষের ইতিহাস । গোড়ার ইতিহাস আরো লম্বা । 
এই ব্লগে দীপ্যমান একদল লেখক এবং পাঠকশ্রেনী আছেন, এই বিশ্বাসে সাহস করেই পুরোনো পান্ডুলিপি যতোখানি সম্ভব অবিকৃত রেখে হাজির করলুম লেখাটির ভাগ্যের টানাপোড়েনের এবং কাল-পরিক্রমার কথকতা । আশা করি গোস্তাকী মাপ করবেন …… ]

শুভেচ্ছা রইলো। 
এই প্রথম একটি লেখা পাঠালাম আপনার পত্রিকায়। লেখাটির প্রেক্ষাপট লেখাটির প্রথম কয়েক লাইনেই রয়েছে। লিখেছিলাম অনেক আগে, তখন সম্ভবত রাজনৈতিক কারনেই কোন বিশেষ একটি পত্রিকা এটি ছাপাতে উৎসাহ (‘সাহস’ বললুমনা) দেখাননি। লেখাটি সম্পর্কে এটাই আমার সরল স্বীকারোক্তি । সময় পাল্টেছে, তাই মূল লেখাটির সাথে বর্তমান কালটি সংযোজিত হয়েছে। লেখাটির প্রতিপাদ্য, একটি আলোচনার জন্ম দিতে পারে যা থেকে হয়তো বেরিয়ে আসতে পারে আমার-আপনার, সকলের কাঙ্খিত একটি সমাধান।

ভোট, না ভোট। সত্যের মতো একটি বদমাশ ।
কথায় আছে ‘ দেখিয়া শুনিয়া ক্ষেপিয়া গিয়াছি ’। এ লেখা শুধু ক্ষেপিয়া গিয়াছি বলেই নয়, আরো বেশী কিছু হয়েছি বলেই লেখা। 
আমি দেশের পনের কোটি লোকের মধ্যে একজন খেটে খাওয়া মানুষ। উদয়াস্ত পরিশ্রম করি। পত্রিকায় কিছু লেখা আমার জন্যে বিলাসিতা। চিন্তা-চেতনা এবং বিদ্যাবুদ্ধি ‘ বুদ্ধিজীবি ’ স্তরের নয় বলে সে সাহস ও নেই। কিন্তু দেয়ালে যখন পিঠ ঠেকে যায় তখন পিঠ ঠেকে যাওয়া মানুষ মাত্রেই মরীয়া হয়ে ওঠেন। বাঁচার একটা শেষ চেষ্টা করেন। আমার এ লেখা এরকমই বাঁচার একটা শেষ চেষ্টা। জানিনা, সম্পাদক মহোদয় আমার বক্তব্যটিকে ‘পাগলের প্রলাপ’ বলে লেখাটির কোন গতি করবেন ! কারণ আমি কোনও প্রতিষ্ঠিত লেখক/প্রাবন্দিক নই। আমার মতো হাযারো অর্বাচীন নিত্যদিন সম্পাদক মহোদয়ের শীরঃপীড়ার কারণ হয়ে দাড়াঁন। সুতরাং ‘সম্পাদক’ নামের মানুষটিকে তেমন একটা দোষ দেয়া যাবেনা। তবুও কোন ভরসায় লিখতে বসা ? কারন এ অভিজ্ঞতাটুকু হয়েছে যে, দেশের কেউ শুনুক আর না ই শুনুক ; কথা বলতে কোনও বাধা নেই। যখন আমরা সবাই ই বাক-স্বাধীনতায় (!) বিশ্বাসী । আর এই শোনা, না শোনা নিয়েই আমার এই লেখা।

দীর্ঘদিন ধরে পত্র-পত্রিকা, বক্তৃতা-সমাবেশ, বেতার-টিভি, সেমিনার-সিম্পোজিয়াম ইত্যাদি তাবৎ মাধ্যমে একটি কথাই বেশী উচ্চকিত এবং প্রমানিত যে, সামাজিক এবং রাজনৈতিক অবক্ষয় আমাদের কুরে কুরে খাচ্ছে। এ থেকে পরিত্রানের কোনও উপায় সাধারন মানুষ থেকে শুরু করে বিজ্ঞ সমাজবিদরাও দিতে পারছেননা। সবাই ‘মানুষের শুভ বুদ্ধির উদয় হোক’ এই জাতীয় গৎবাধা বুলি আউড়ে গেছেন সমাধান হিসাবে, দিনের পর দিন। কাজের কথাটি কিন্তু কেউ ই বলেননি। আশ্চর্যের বিষয় ‘ওয়ান-ইলেভ্ন’ এর আগে এই ‘কথা-বলিয়েরা ’ দের অধিকাংশই, যারা ছিলেন প্রধানতঃ রাজনৈতিক নেতৃবৃন্দ এবং কতিপয় বুদ্ধিজীবি (সত্যিকার অর্থেই বুদ্ধি বিক্রি করে যারা জীবিকা অর্জন করেন মাত্র, জনগনের কাছে যাদের কোনও কমিট্মেন্ট নেই) তাদেরকে মনে হতো দেবতার মতো - যাদের মুখে খাবার উঠতে চাইতো না , ঘুম হারাম হতো জনগনের কথা চিন্তা করতে করতে। ‘ওয়ান-ইলেভ্ন্’ সেই তাদেরকেই ন্যাংটো করে ছেড়েছে, যে নগ্নতা হয়তো আরো অনেক যুগ আমাদের চোখের আড়ালেই থেকে যেতো। আরো আশ্চর্যের বিষয় এই যে ‘ওয়ান-ইলেভ্ন্’ পরবর্তীকালে তারাই আবার ভোল পালাটাচ্ছেন ক্ষনে ক্ষনে। যে সংবিধানকে পায়ে ঠেলে এতোদিন যারা নিজেদেরই আখের গুছিয়েছেন মাত্র, সংবিধানের কথা বলতে বলতে তাদের মুখেই এখন ফেনা উঠে যাচ্ছে। জনগণের অধিকারের কথা বলতে বলতে নাওয়া-খাওয়া ছেড়েছেন।

সাংবিধানিক ভাবে এদেশটি একটি “গণপ্রজাতন্ত্রী” রাষ্ট্র। যৌক্তিক ভাবেই প্রতিনিধি নির্বাচনের মধ্যে দিয়ে গঠিত একটি সার্বভৌম সংসদ এর পরিচালনায় থাকবেন। জনগণের কাছে জবাবদিহিতায় যারা সাংবিধানিক ভাবেই বাধ্য। অথচ স্বাধীনতার পর থেকে ‘ওয়ান-ইলেভ্ন্’ পূর্ববর্তী রাষ্ট্রীয়, আর্থ-সামাজিক এবং রাজনৈতিক পরিমন্ডলে একছত্র ভাবে রাজনীতিবিদ এবং তাদের বশংবদ সুবিধাবাদীরাই এই সংসদীয় রাজনীতিতে ছলচাতুরী ঢুকিয়ে তারই ছত্রছায়ায় নিরঙ্কুশ আধিপত্য চালিয়ে গেছেন যেখানে জনগণ ছিল অপাংতেয় এবং তাদের মৌলিক অধিকার প্রতিষ্ঠিত করার অঙ্গীকারটি ছিল ডাষ্টবিনে নিক্ষিপ্ত । উল্টো ঐ সকল প্রতিনিধিদের কাছেই সময় সময় জনগণকে জবাবদিহি করতে হয়েছে। সেই সময়কালের পুরোটা জুড়েই কার্যত জনগণ ছিলো তাদেরই কাছে জিম্মি। তারা ভুলেই গিয়েছিলেন যে, জনগণই রাষ্ট্রের মালিক। 

একটি প্রগতিশীল রাষ্ট্র হিসাবে বাংলাদেশকে প্রতিষ্ঠিত করতে এরাই একসময় কতো রকমের তত্ত্বই না হাযির করেছেন - সেই গণতস্ত্র, সমাজতন্ত্র, একনায়কতন্ত্র, সামরিক স্বৈরাচারতন্ত্র - সমাজতন্ত্র আর গণতন্ত্রের মিশেল দেয়া তন্ত্র ইত্যাদি ইত্যাদি। কোনও কিছুতেই কিছু হয়নি। কারনগুলো আজ স্পষ্ট। এসব করতে গিয়ে সাধারন মানুষের পিঠটি ঠেকে গেছে দেয়ালে। সমাজের বিভিন্ন স্তরের মানুষ চীৎকার করেছেন একটি সুস্থ্য সমাজের জন্যে - একটি কল্যানমূখী রাষ্ট্রের জন্যে যেখানে একটি রাষ্ট্র কাঠামোয় প্রতিটি সদস্য তার নাগরিক ও মৌলিক অধিকার যেমন - খাদ্য, বস্ত্র, বাসস্থান, চিকিৎসা, শিক্ষা ইত্যাদি বিষয়ে নিশ্চয়তা পাবেন। আশ্চর্যের বিষয়, এই চিৎকার যে সব ‘কান’ এর জন্যে সেই কানে এগুলো অতীতে ঢুকেছে এমন প্রমান নেই, ভবিষ্যতেও ঢুকবে কিনা আমরা জানিনা। ‘ওয়ান-ইলেভ্ন্’ পূর্ববর্তী সময়কালে কোনও তরফের কানেই যে তা ঢোকেনি তার প্রমান তো এবেলা সূর্যের মতোই সত্যি। ঢোকেনি বলেই বিদগ্ধজনেরা তখন দিনের পর দিন, পাতার পর পাতা ভরে লিখে গেছেন পথের হদিশ; লিখছেন এখনও। কিন্তু কুম্ভকর্ণদের ঘুম তো ভাঙ্গেনি। 
বরং আপামর জনগণের ‘কান’ এর জন্যে তাদেরই একশ্রেনীর পদলেহী প্রতিভূরা স্বোচ্চারে ওয়াজ নসিহৎ করেছেন ‘ ভোট দেয়া নাগরিক অধিকার ’ বলে। সকল ধরনের ‘তন্ত্র ’ এই শিশু রাষ্ট্রটির উপর গিনিপিগের মতো প্রয়োগ করেও যখন সমাজের ক্ষমতাভোগী শ্রেণী , যখনই সকল সুবিধা ভোগের ‘ মৌরসী পাট্টা ’ লাভে কোনও না কোনও ভাবে শংকিত হয়েছেন তখনি ভোট তন্ত্রের সংস্কৃতি চালু করে দিয়েছেন। যার ধারাবাহিকতা আজো রয়েছে। অবস্থা এমন দাঁড়িয়েছিল, ভাত-কাপড়ের অধিকারের দাবীর চেয়েও এই ভোটাধিকারের দাবী আরো সোচ্চার হয়ে পত্র-পত্রিকায়, বেতার-টিভিতে, মাঠে-ময়দানে একশ্রেণীর লোকের (যারা নিজেদের গণতন্ত্রের একমাত্র পূজারী বলে ভাবতে ভালোবাসেন) গলায় উচ্চকিত হয়েছে। জনগণের ভোটাধিকারের দাবী আদায়ের কথা বলে হরতালের নামে জনগণের সম্পদের উপরই আঘাত হানা হয়েছে, খেটে খাওয়া মানুষের রুজির পথ বন্ধ করা হয়েছে, মানুষ খুন করা হয়েছে। এগুলো শুনে শুনে - দেখে দেখে কান,চোখ পঁচে গেছে। আর আমরা নির্বোধ জনগণ ( ক্ষমা করবেন, পাঠক ) তারপরেও এগুলো শীরধার্য করে ভোটের লম্বা লাইনে দাঁড়িয়েছি ; ভাত-কাপড়ের লাইনে দাঁড়াইনি কারণ ভাত-কাপড়ের অধিকার আদায়ের ডাক কেউ দেয়নি- দেয় ও না। এবং এ করেই আমাকে প্রতিপালনের যাবতীয় ক্ষমতা তুলে দিয়েছি সেই শ্রেণীর হাতে যে শ্রেণী কোন অবস্থাতেই ‘সাধারন মানুয়ের’ প্রতিনিধিত্ব করেননি। সমাজবিদরা আৎকে উঠবেন আমার এ বিশ্লেষনে। প্রশ্ন তুলবেন - ভোটে নির্বাচিত লোকজন ভোটারের প্রতিনিধিত্ব করেননা, এটা কোন ধরনের আহাম্মকী কথা ! জবাবে বলছি, শাসক শ্রেনী কোন অবস্থাতেই শোষিতের প্রতিনিধিত্ব করেনা। এটা রাজনৈতিক, সামাজিক, অর্থনৈতিক ভাবে প্রতিষ্ঠিত সত্য। আমরা ভোট দিয়ে আমাদের রাষ্ট্রীয় প্রেক্ষাপটে এক একটি ‘শাসকশ্রেণী ’ ই তৈরী করেছি বারংবার, প্রতিনিধি নয়। খুচরো-খাচরা কিছু ইস্যু ছাড়া কোন অবস্থাতেই তারা আমাদের প্রতিনিধিত্ব করেননি। এর প্রমান প্রতিদিনের কাগজের সংবাদে, সংবাদভাষ্যে, নিবন্ধে চোখ বুজে পেয়ে যাবেন। ‘ওয়ান-ইলেভ্ন’ এর পরে সব ধরনের মিডিয়ার কল্যানে এই নগ্ন-কুৎসিত চেহারার প্রমানগুলো জনপ্রতিনিধিদের (!) কোন ভুমিকাকে তুলে ধরছে ? এটাও কি আমাদের চোখে আঙ্গুল দিয়ে বুঝিয়ে দিতে হবে ? পুরোনো কিছু লেখা থেকে এর কিছু উদাহরন তুলে ধরলে অপ্রাসঙ্গিক হবে না বলে বিশ্বাস করি। ‘ চাই নূহের কিশ্তী ’ সংবাদভাষ্যে জনাব মুন্তাসীর মামুন এক জায়গায় লিখেছেন - ‘‘ দেশের প্রগতির অন্তরায় যে এ ধরনের রাজনীতিবিদ সে কথাটা আবারও সুষ্পষ্ট হয়ে উঠেছে ”। অন্যত্র - ‘‘ স্টেটস্ম্যানশীপের কথা দুরে থাক, এসব বক্তব্যে আধুনিক কোন মানুষের মনোভাবও প্রকাশ পায়না ”। জনাব রাশেদ খান মেননের ‘ অসহায় সব মানুষের কথা ’ নিবন্ধের দু’লাইন - ‘‘রাজনীতিতে এখন বড় কথা - ক্ষমতা। সেই ক্ষমতার ইস্যুর তলায় মানুষের জীবন ধারনের মৌল প্রশ্নগুলো অবান্তর হয়ে গেছে”।
‘ওয়ান-ইলেভ্ন’ এর পূর্ববর্তী সময়ের যে চিত্র এখন পরিষ্কার, তা থেকে তো একজন অকাট মূর্খও বুঝতে পারছেন, জনগণের ভোটে নির্বাচিত প্রতিনিধিগন কস্মিনকালেও জনগণের প্রতিনিধিত্ব করেননি। ক্ষমতা, কেবলমাত্র ক্ষমতায় থাকার লোভেই এই প্রজাতিটি এবং তাদের জন্মদাতা দল ও গোষ্ঠী , যারা জনগণ এবং সংবিধানের দোহাই দিতে দিতে মূর্চ্ছা গেছেন সকাল-বিকেল; তারাই সেই রাষ্ট্র ,জনগণ এবং সংবিধানকে লাথি মেরেছেন অবলীলায়, যে রাষ্ট্র এবং জনগণের উছিলায় তারা এই পদাভিসিক্ত হয়েছেন। এমনকি সেই রাষ্ট্রের জন্মের বিরূদ্ধাচারনকারী এবং জনগণকে ভারতের জারজ সন্তান হিসাবে আখ্যায়নকারী গোষ্ঠীর সাথে গলাগলি করেছেন ( আক্ষরিক অর্থে, গোষ্ঠীকে কোলে বসিয়ে চুমু খেয়েছেন ) নির্লজ্জের মতো কেবলমাত্র ক্ষমতায় টিকে থাকার জন্যে। একবারের জন্যেও তাদের আত্মসম্মানবোধ (নিছক যেটুকু থাকলেও মানুষ ‘মানুষ’ পদবাচ্য হয়) চিড় খায়নি। কেবল মাত্র ক্ষমতালীপ্সার কারনে এদেশের জনগণের ০.৫% এরও কম মুক্তিযুদ্ধ বিরোধী গোষ্ঠীর কাছে মুক্তিকামী ৯৯.৫% জনগণ এবং তাদের স্বাধীনতার চেতনা বিকিয়ে দিয়ে নিজেরাই যে পিতৃ-পরিচয়হীন তা প্রমান করে ছেড়েছেন। 
এখন কথা হলো, এই ভোটের লাইনে দাঁড়িয়ে আমাদের প্রাপ্তি কি কিছুই হয়নি ? বলবেন - হয়েছে, গণতন্ত্র চর্চ্চা হয়েছে। মেনে নিচ্ছি। কিন্তু যদি প্রশ্ন তুলি - সেই গণতন্ত্র আমাদের কি দিয়েছে ? ‘ওয়ান-ইলেভ্ন’ এর আগে এই প্রশ্ন উত্থাপিত হলে উত্তরে বলতাম - দৃশ্যত ‘ গণতন্ত্র পেয়েছি ’ বলে আনন্দে বগল বাজানো একশ্রেনীর রাজনীতিক এবং তথাকথিত বুদ্ধিজীবি একটি শ্রেণী উপহার পেয়েছি। দিস্তা দিস্তা কাগজ আর টনকে টন কালি খরচ করে গণতন্ত্র নামক সোনার হরিণ ধরেছি এই সুখে ‘সব পেয়েছির দেশে’ পৌঁছে গেছি বলে নিবন্ধ লেখার মতো তোষামুদে বুদ্ধিজীবি শ্রেণী উপহার পেয়েছি। এবং সভা সেমিনারের নামে লক্ষ-কোটি টাকা ব্যয় করার জন্যে একদল সুযোগ সন্ধানী লোকের দেখা পেয়েছি। (পাঠক, খেয়াল করবেন; এই ধারা বাংলাদেশের জন্মলগ্ন থেকে প্রতিটি সময়কালেই বিভিন্ন খোলসে বিস্তৃত) আমরা নির্বোধ জনগণ উপরিউক্তদের উল্লাসে খামোখা উল্লসিত হয়েছি কিছু না বুঝেই। বহু চর্চিত গানটির প্রসঙ্গ এক্ষেত্রে অবান্তর হবেনা হয়তো, ‘বেগানা শাদী মে আব্দুল্লাহ দিওয়ানা’। (পত্রিকান্তরে একজন বোদ্ধা এই গানটির শিরোনামেই একটি নিবন্ধ লিখেছিলেন, তার কাছে ক্ষমা চেয়ে নিচ্ছি) 
আর ‘ওয়ান-ইলেভ্ন’ এর পরে এই প্রশ্নের উত্তরটি কি হবে তা জানতে মেট্রিক পাশ করার দরকার নেই। একজন অতি সামান্য ব্যক্তিও যে উত্তরটি বলবেন তা এই - সেই গণতন্ত্র আমাদের কয়েক’শ কোটিপতি উপহার দিয়েছে, জনগণের প্রতিনিধি এবং তাদের সাঙ্গপাঙ্গদের অর্থনৈতিক প্রবৃদ্ধির হার হাযার শতাংশ ছাড়িয়ে যাওয়ার সুযোগ করে দিয়েছে । (ভাবতে ভালোই লাগছে, দেশ এগিয়ে গেছে !) আর রেখে গেছে ‘ভাত দে হারামজাদা’ এই মনোভাব নিয়ে নিষ্ফল ক্রোধে নিজের আঙ্গুল কামড়ানো চৌদ্দ কোটি আটানব্বই লাখ সংখ্যক এক অবুঝ জনগোষ্ঠীকে যারা গত কয়েক শতক ধরে নিষ্পেষিত হয়ে এসেছেন এমনিভাবেই।
কিন্তু আমরা কি জানতাম, যাদের যাদের সমর্থন দিয়ে আমরা গণতন্ত্র রক্ষার অতন্দ্র সৈনিক হলাম তাদের উল্লসিত হওয়ার কারণ অন্যত্র ! তাদের বাজারে যেতে হয়না, গেলে বলতে পারতেননা, ভাতের বদলে আধকেজি মাছ খান ( এই উক্তি একজন রাজনৈতিক ব্যক্তিত্বের যিনি একসময় জনতার লাইনে দাঁড়িয়ে মানুষের মন কেড়ে ছিলেন, আর সেই তিনিই ভোটের লাইনে এসে একজন জনপ্রতিনিধি হয়ে আমূল পাল্টে গেলেন। এদেশের ভোটের রাজনীতিতে আমরা একজন মানুষকে হারালাম।); তাদের ছেলেমেয়েদের সীমাহীন যানজট পেড়িয়ে-জীবনের ঝুঁকি নিয়ে দেশী স্কুল কলেজে যেতে হয়না; সেশন জটে পড়ে তার সবেধন নীলমনি সন্তানটি কবে বাড়ী ফিরে সংসারের জোয়ালটি ঘাড়ে নেবে,এই চিন্তায় মাথার চুল সাদা করতে হয়না; তাদের সামান্য সর্দি-কাশীর চিকিৎসার জন্যে উড়ালজাহাজ ডানা মেলেই আছে, উঠে বসলেই হলো ইত্যাদি। পেছনের দিনগুলোতে পত্রিকার পাতা খুলে এ সম্পর্কিত তাবৎ আক্ষেপ আপনারা সবাই পেয়ে গেছেন। কিছু ভালো মানুষ আছেন বলেই এগুলো লেখা হয়েছিল । কিন্তু ঐ পর্য্যন্তই। আগের মতো এখনও এগুলো লেখা হয়- কি গতি হয়, তা আমার মতো আপনারাও ভালো জানেন।

তাহলে দাঁড়ালো এই - গণতন্ত্র প্রতিষ্ঠা করতে গিয়ে আমরা অবোধ জনগণ এক একটি শাষকশ্রেণীই তৈরী করেছি এক এক সময়। সেই শ্রেণীটিই আমার-আপনার দণ্ডমুন্ডের কর্তা হয়ে (রাষ্ট্র ক্ষমতার স্বাদ ভোগকারী সকল শ্রেণী) বেশ জোর গলাতেই বলতে পারেন - ‘জনগণ আমাদের পাশে আছে’। বিপদে পরলে উভয় পক্ষই জনগণের দোহাই তোলেন ।
কিন্তু আমরা ভেবে পাইনা, আমাদের মতো জনগণের পাশে কে আছে !
অর্থনীতিবিদ জনাব ওয়াহিদউদ্দিন মাহমুদ যথার্থই বলেছেন, ‘শুধু একটি গণতান্ত্রিক ব্যবস্থা কোনক্রমে টিকিয়ে রেখেও কোনও লাভ নেই যদি তা দেশের আর্থসামাজিক উন্নয়ন ও দারিদ্র বিমোচনে সহায়ক না হয়।’ 
এ প্রসঙ্গে ইংরেজ প্রধানমন্ত্রী চার্চিল সাহেবের দ্বিতীয় বিশ্বযুদ্ধ কালীন একটি উক্তি স্মরন করা যেতে পারে। এক প্রশ্নের উত্তরে উনি বলেছিলেন, গণতন্ত্রের মতো খারাপ কোনও তন্ত্রই আমি দেখিনি। অথচ এই মূহুর্তে এর চেয়ে ভালো কোনও তন্ত্রের কথাও আমার জানা নেই। (পাঠক, এর অন্তর্নিহিত অর্থ অনুধাবন করুন) একটি শিক্ষিত জাতির প্রতিনিধি হয়েও যদি উনি এমন মন্তব্য করতে পারেন তবে আমাদের মতো অশিক্ষিত (?)জাতির জন্যে সেই তন্ত্র কতোখানি ভয়ঙ্কর হতে পারে একবার ভাবুন ! যদি না সেই গণতন্ত্রের মর্মকথা আমরা বুঝি। আমরা যে তা বুঝিনা তার প্রমান ওয়াহিদউদ্দিন মাহমুদ এর ঐ উক্তিটি। যদি বুঝতাম তাহলে গণতন্ত্রের প্রথম পাঠ, ‘‘ফর দ্য পিপ্ল, বাই দ্য পিপ্ল, অব দ্য পিপ্ল” এই প্রাথমিক সঙ্গাটি ভুলে যেতাম না। আজ অবস্থাটিকে গণতন্ত্র পুজারীরা এমন এক পর্যায়ে নিয়ে এসেছেন যে, আমরা নিজেরাও বিশ্বাস করতে শুরু করেছি গণতন্ত্র মানেই 
‘ ফর্ মি, বাই মি, অব মি’। গণতন্ত্রের এই ধরনের পুজারীরা বুঝে গেছে, নির্বোধ জনগণকে একবার ভোটের লাইনে দাঁড় করাতে পারলেই ‘‘ ফর্ মি ” র গণতন্ত্র রক্ষা পাবে। এবং এটাই তাদের একমাত্র রক্ষা কবচ। 
এই তথাকথিত গণতান্ত্রিক সভ্যতার ধ্বজাধারীরা যে মেকী মানসিকতা তৈরী করে দেয় জ্ঞানচক্ষু উন্মীলনের মূহুর্তে তা থেকে আমাদের মুক্তি নেই মৃত্যু পর্যন্ত । ব্যতিক্রম যারা হতে চায়, যারা মানুষের সঠিক জায়গার খোঁজ দিতে বদ্ধপরিকর তাদেরকে হয় পাগল নয় রাজনৈতিক মতলববাজ বলে চিহ্নিত করে দেয় পেশাধারী রাজনৈতিক দলগুলো। এর ভূরিভূরি প্রমান - দেশের বিভিন্ন পত্রপত্রিকায় প্রবন্ধ/ পাল্টা প্রবন্ধ এর ছড়াছড়ি, ছোটবড় সকল রাজনৈতিক দলগুলোর পরস্পর কাদা ছোড়াছুড়ি, এমনকি বিভিন্ন সমাজকল্যাণ প্রতিষ্ঠানগুলোর পারস্পারিক দন্ধ আর বাক্যুদ্ধ। আর আমরা দেশের কোটি কোটি মূর্খ কিছু না বুঝেই সেইসব বাণী গপ্গপিয়ে গিলি। তাছাড়া এই সিস্টেমটাই তারা এমন ভাবে তৈরী করে যে কয়েকটা রাজনৈতিক দল, কিছু ব্যবসায়ী সম্প্রদায় এবং সুবিধা লুন্ঠনকারী কিছু তথাকথিত বুদ্ধিজীবি ও মানবতাবাদী কর্মী যা করবে মিলেমিশে, সাধারন মানুষ তাই ই মেনে নেবে। এতে করে, জনগণের নামে তারা যা ইচ্ছা তা ই করতে পারবে। যেমন, বিরোধী ভূমিকায় থাকলে হরতাল ডাকতে পারবে এবং ক্ষমতায় এসেই ডান্ডা মেরে হরতাল বেহাল করতে পারবে; অর্থনীতিকে রসাতলে পাঠিয়েও অর্থমন্ত্রী পদে বহাল থাকতে পারবে; আগপাছ না ভেবেই, নিজের আব্রু রক্ষার কোন ব্যবস্থা না করেই ঘরের সদর দরজা সকলের জন্যে উন্মুক্ত করে দিয়ে বিশ্ব কাতারে সামিল হতে পারবে (এ ক্ষেত্রে পাঠক অবশ্যই স্মরন করবেন, বিশ্বব্যাংক ইত্যাদির বিশ্বায়ন ফর্মূলার বিরূদ্ধে খোদ ধনী দেশেই সামপ্রতিক কালের বিশাল বিক্ষোভ এর); প্রতিদিন মাঠেঘাটে মারামারি আর মুখ দেখাদেখি না করেও সংসদে বসে দুই বা ততোধিক শত্রুপক্ষ আপোসে বেতন বৃদ্ধি, শুল্কমুক্ত গাড়ী আমদানী ইত্যাকার প্রশ্নে একই সুরে কোরাস গাইতে পারবে ইত্যাদি ইত্যাদি। 
প্রশ্ন করবেন, এর জন্যে দায়ী কে। উত্তর একটাই - আমরা জনগণ। কারণ আমরাইতো ভোট দিয়ে তাদের ‘লাইসেন্স’ দিয়ে দিয়েছি। যদি সেই শ্রেনীকে কোন প্রশ্ন করেন তবে জবাব পাবেন - আমরা জনগণের ভোটে নির্বাচিত। ‘ফর মি, বাই মি’র গণতন্ত্রে এটাই একমাত্র ফলাফল। এটি জেনেও বিদগ্ধজনেরা অনেক আশা নিয়ে ‘মানুষের শুভবুদ্ধির উদয় হোক’ জাতীয় লেখা লিখেছেন পাতার পর পাতা । কিন্তু সবই গুড়ে বালি। কারণ লক্ষ লক্ষ গৃহহীন মানুষের গৃহসংস্থানের জন্যে যে সংসদ ও জনপ্রতিনিধিদের কোনও মাথা ব্যথা নেই বরং জনগণের কোটি কোটি টাকার সম্পত্তি ব্যক্তি বিশেষকে বরাদ্দ দেয়ার জন্যে আইন পাশের মহাউল্লাশ করা হয় (এ ক্ষেত্রে উক্ত সম্পত্তির নগদ মূল্যের সাথে আইনটি পাশ ও পাশ পূর্ব আলোচনার জন্যে ব্যয়িত সময়ের সংসদ খরচ যোগ হবে) সেখানে এরকম লেখা বিদগ্ধজনকে লিখতে হবে আমৃত্যু। এবং প্রতিবারই সরল অংকের মতোই ফলাফলটি হবে ” অপ্রাপ্তি ”।

এমনটা কেন হলো ? অর্থনীতিবিদ জনাব ওয়াহিদউদ্দিন মাহমুদের আরো একটি পুরানো বক্তব্য প্রনিধান যোগ্য- ‘ বর্তমান পরিবেশে নির্বাচিত জনপ্রতিনিধি হিসাবে নীতিবান সৎ মানুষের কার্যকর ভূমিকা পালনের সুযোগ নেই। ফলে অনেক ক্ষেত্রেই এ ধরনের প্রার্থীর সঙ্গে প্রতিদ্বন্ধিতায় প্রভাবশালী, দূর্নীতিবাজ প্রার্থীকেই নির্বাচনে জয়ী হতে দেখা যায় এমনকি অবাধ নির্বাচন হলেও।’ আর একারনেই গত ত্রিশ বছর ধরে রাষ্ট্র এবং সামাজিক পরিমন্ডলের প্রতিটি স্তরে যে “আতঙ্কিত” হবার মতো পরিবেশ সৃষ্টি হয়েছে তা হয়েছে রাজনৈতিক দলগুলোর শ্রেণী স্বার্থে যাতে করে ‘ ফর মি ’ র গণতন্ত্রে পৌঁছানোর প্রতিটি পথ কায়েমী ভাবে নিরঙ্কুশ হয়। এতে যে ‘গেল গেল’ রব ওঠেনা, তা নয়। তবে তারা বেঁচে যায় একটি খুটির জোরে। সে খুটিটিই হলো ‘ভোট’। এবং এই জোরেই শোষন নিপীড়নের যাবতীয় হাতিয়ার ও সংগঠনের তারাই একমাত্র নিয়ন্ত্রক হয়। সেটিই তাদের রক্ষা কবচ। এবং এভাবেই তারা সেক্ষেত্রে রক্ষা পায় আর যতোদিন সম্ভব ক্ষমতার গদি আঁকড়ে রাখে। এরকম (যা আমরা এতোদিন দেখে এসেছি) চিরস্থায়ী একটি কায়েমী সুবিধা বজায় রাখতে শাসন ক্ষমতা কুক্ষিগত করার প্রতিযোগিতামূলক পরীক্ষায় তাকে তো পাশ করতেই হবে। সে কারনে জনগণের দোহাই দিয়ে একটি আবহাওয়া তৈরীর মধ্যে দিয়েই তারা নেমে পড়েন ভোট যুদ্ধে। আর আমরা জনগণই সে ভোট যুদ্ধের আয়োজক এবং অংশগ্রহনকারী। নিজের পায়ে কুড়াল মারার এমন নজির আর দ্বিতীয়টি নেই। এ ভাবেই আমরা মূর্খ জনগণ নিজেরা বেগার খেটেখুটে রাজমুকুটটি তাদের মাথায় তুলে দিই অর্থাৎ পাশের সার্টিফিকেটটি তাদের হাতেই দিয়ে দিই। আর শোষিত হয়ে ইতরসম জীবনযাপনে নিজেরাই বাধ্য হই। 

‘যতো দোষ নন্দ ঘোষ’ আমরা জনগণ। 
বর্তমান প্রেক্ষাপটে যে প্রশ্নটি মূখ্য হয়ে দাড়িয়েছে তা হলো,এই অবিশ্বাস্য ভারী বোঝার দায় আমরা জনগণ টানবো কেন ? টানা উচিৎ কিনা ? উত্তরটা হয়তো নিজাম আউলিয়ার ডাকাত থেকে দরবেশ হওয়ার প্রচলিত কাহিনীর মধ্যে পাওয়া যেতে পারে। তাঁর তস্করবৃত্তির দায়দায়িত্ব যখন প্রশ্নের সন্মুখীন তখন তিনি পরিবারের সবাইকে এর দায়ভার নিতে বললেন। পরিবারের পক্ষ থেকে উত্তর এলো, সংসার প্রতিপালনের ভার তার উপর ন্যাস্ত থাকলেও তাঁর (নিজাম আউলিয়া) কৃতকর্মের জন্যে তাদের কোন সমর্থন নেই - এ দায়ভার তাদের নয়। সেই থেকে একজন তস্কর পরিবর্তিত হলেন একজন আল্লাহভক্ত আউলিয়া রূপে।
কাহিনী থেকেই উত্তরটা পরিস্কার, এ দায়ভার আমরা টানবো না। কিছু কিছু বিবেকবান কণ্ঠ কি একথা অনেক আগে থেকেই বলে আসছেন না ? অনেক আগে প্রখ্যাত সাংবাদিক-কলামিষ্ট শ্রী নির্মল সেন এক প্রবন্ধে বন্যাকবলিত দেশে সংসদের অধিবেশন চলা না চলার কথা লিখতে গিয়ে লিখেছিলেন, তাঁর পকেটের পয়সা তিনি দিতে রাজী নন। প্রশ্ন তুলেছেন তাঁর কষ্টার্জিত পয়সার সাশ্রয় আর অপচয় নিয়ে। বলেছেন, অকাজে সংসদের প্রতি মিনিটের বিপুল খরচের দায়ভার তাঁর নয়। একথা শ্রীসেন এর একার নয়। একথা সকল মানুষের। শ্রীসেন এর সাহস আছে, সুযোগ আছে লেখার; লিখেছেন।

ভোট সর্বস্য এই রাজনীতি থেকে প্রাপ্তির ফিরিস্তি দিয়ে আর লাভ নেই। বলি আর না-ই বলি, কেউ শুনুন আর না-ই শুনুন, আমরা সবাই এই রাহুগ্রাসের শিকার। এটি আমাদেরই অজান্তে, আমাদেরই অজ্ঞতায়, আমাদেরই অসচেতনতায় -অবহেলায় তৈরী একটি ফ্রাঙ্কেনষ্টাইন। তাহলে এর সমাধান কোথায় ? এর সমাধান আমাদেরকেই খুঁজে বের করতে হবে।

‘ওয়ান-ইলেভ্ন’ এর পরে মানুষ সামান্য হলেও বুঝতে শুরু করেছিলো রাষ্ট্রের জন্যে জনগন নয়, জনগণের জন্যেই রাষ্ট্র। ইলেকট্রনিক মিডিয়া, পত্রপত্রিকা এই সচেতনতা তৈরীতে যে অসাধারন ভুমিকা রাখছে তার প্রশংসা করতেই হয়। তার পরেও শঙ্কা থেকেই যাচ্ছে। কারণ মিডিয়ার প্রচারনায় বিশেষ করে ইলেকট্রনিক মিডিয়ায় প্রচারিত টক্ - শো গুলোতে, বিগত দিনগুলোর সিষ্টেমটাই পাল্টানোর বিভিন্ন আকুতি নিয়ে যে স্বতঃস্ফুর্ত জনঅংশগ্রহণ (রাজনৈতিকদল বহির্ভূত) বাড়ছে তা থেকে আপামর মানুষের আকাঙ্খাটা যতোই স্পষ্টতর হচ্ছে ; ঠিক তেমনি ভাবেই রাজনৈতিকদলগুলোর নেতৃস্থানীয় মুখগুলো থেকে গণতন্ত্র চর্চ্চার নামে আবারো জনগণের দোহাই দিয়ে পুরোনো সিষ্টেমটাই বহাল রাখার প্রাণান্তকর চেষ্টার সামন্ততান্ত্রিক বুলি বেরুচ্ছে। দেখেশুনে একথাই মনে হচ্ছে, দেশে এখন দু’টো স্রোত বইছে। একটি স্রোতে আছে অরাজনৈতিক জনগণের সাথে বিবেকবান মানুষের দল যারা বলছেন, একটি সুশীল রাষ্ট্র নির্মানে সকল স্তরের জনগনের মানসিকতার পরিবর্তন, সচেতনতাবৃদ্ধি আর রাষ্ট্রীয় উন্নয়ন সিদ্ধান্তে অংশগ্রহন জরুরী । আর অপর স্রোতে আছে চিরকালের সুবিধাবাদী রাজনৈতিকদলগুলোর অংশটি যারা এখন শত্রুমিত্র ভেদাভেদ ভুলে গিয়ে একই গলায় একই কোরাস্ গাইছে অথচ দু’দিন আগেও যারা এক অন্যের রক্তগঙ্গা বইয়ে দিতেও পিছপা হয়নি, যারা বলছেন সংবিধান ও গণতন্ত্র রক্ষায় একটি নির্বাচন অর্থাৎ ‘ভোট’ দরকার। 
ভোট বা নির্বাচন কেন দরকার ? বেশ কয়েক বছর আগে বিশিষ্ট কলামিষ্ট জনাব মমতাজউদ্দিন আহমেদ এর ‘নির্বাচন-নির্বাচন-নির্বাচন’ শীর্ষক রচনায় এই প্রশ্নের উত্তরটি এরকম - “ নির্বাচন যদি না হয় তবে এদেশে রাজনীতির ছলচাতুরী হইবেনা। তখন আর ধোয়া দিবার জন্য সমর্থকও জুটিবেনা। তাই রাজনীতি করিতে হইলে নির্বাচন করিতেই হইবে।” ভীতিকর ব্যাপার হলো, এই রাজনৈতিকদলগুলোর মুখপাত্ররা কিন্তু এখনও মুখে ফেনা বের করে জনগন ও গণতত্রের দোহাই পাড়লেও দলের ভেতর অগণতান্ত্রিক সংস্কৃতির প্রামানিক উপস্থিতি (‘ওয়ান-ইলেভ্ন’ আমাদের চোখে আঙ্গুল দিয়ে রাজনৈতিকদলগুলোর গণতন্ত্র চর্চ্চার যে ভয়ঙ্কর রূপ উদ্ঘাটন করে দিয়েছে তা) নির্লজ্জের মতো অস্বীকার করে চলেছেন; জনগণের গণতান্ত্রিক অধিকার রক্ষার কথা বলছেন অথচ নিজেদের দলের ভেতরই তার উপস্থিতি নেই। 
তাদের এখনকার এবং পূর্বতন আচরনে এটা পরিষ্কার যে, সমস্ত ‘ তন্ত্র ’ এই নির্বাচন তথা ভোটের লাইনে এসে তার চরিত্র হারিয়েছে। সুবিধাবাদী শ্রেনী, যাদের চরিত্র ক্ষনে ক্ষনে পাল্টায়; প্রতিবারই ভোটে বলীয়ান হয়ে সেই জনগণের বুকেই ছুরি বসিয়ে গণতন্ত্রের চরিত্র হরন করেছেন যে জনগণই তাদেরকে ‘জনপ্রতিনিধি’ এই সার্টিফিকেট প্রদান করেছেন “ভোট” নামক আহাম্মকী এক অনুষ্ঠানের মধ্যে দিয়ে । 

তাই ‘ভোট’ যদি রাজনীতিবিদদের যা ইচ্ছে তা-ই করার গগনচুম্বী ক্ষমতা ( ‘ওয়ান-ইলেভ্ন’ যে ক্ষমতার দাপটের প্রমান আমাদের সামনে উপস্থিত করেছে ) দিয়ে থাকে, যে ক্ষমতা ভোটারদের সামান্যতম স্বার্থ সংরক্ষনে ব্যয়িত হয়না ; তবে “না ভোট” হয়তো তাদের সেই ক্ষমতা থেকে টেনে নীচে নামিয়ে আনবে। আস্ফালন করার সবচেয়ে প্রয়োজনীয় এবং মারাত্মক হাতিয়ারটিই তখন তাদের হস্তচ্যুত হবে। আর আমাদের সাধারন মানুষকে সেই দুঃসহ বোঝার দ্বায়িত্ব কাঁধে নিতে হবেনা। কারন তখন আমরা দায়মুক্ত। হয়তো তখন, সেই নিজাম ডাকাত থেকে একজন ‘নিজাম আউলিয়া’র পূনর্জন্মও হতে পারে।

Execution of 8 Bangladeshis logical, says Quayes

The execution of eight Bangladeshis in Saudi Arabia was not illogical because the punishment was awarded through legal and judicial process, said Foreign Secretary Mijarul Quayes on Saturday.
He said the eight were executed because they committed such a crime which deserves death sentence. "They killed a citizen of another country and thus they were executed upon completion of a judicial process."
The eight Bangladeshis were not killed in Saudi Arabia, Quayes told a regular press briefing at the foreign ministry.
"If we believe in the rule of law, we then must accept the trial of Saudi Arabia. We may have difference in opinion about the process of death penalty, but there is no way to disagree with the trial," the foreign secretary said.
He further said the execution of death sentence is also legal in Bangladesh. "The process of execution differs from country to country. In Bangladesh, death sentence is executed by hanging, in some country through electric shock or electro fire. And there are also countries where death sentence has been abolished," he said.
The Saudi authorities beheaded the eight Bangladeshis on October 7 for killing an Egyptian citizen in Riyadh in April, 2007.
The foreign secretary said the government in Dhaka had made all-out efforts to save the Bangladeshis. The then president Prof Iajuddin Ahmed even wrote to the Saudi King for clemency and negotiations were done through Egyptian ambassador in Riyadh to get pardon from the victim's family members.
In the kingdom, the king does not have the authority to pardon a murder convict but the victim’s family can forgive in exchange for blood money.

Rafique-ul demands court for human rights enforcement

The National Human Rights Commission (NHRC) and law cannot be made effective without setting up a separate court, he said while speaking at a meeting on the occasion of seventh anniversary of the daily Amar Desh on Jatiya Press Club premises.
The lawyer said people have to approach to the High Court to protect their human rights, since the NHRC has no power to give them relief when their rights are violated.
He alleged that the editor and a reporter of the daily became victim of human rights violation through the Appellate Division of the Supreme Court, though the newspaper has been fighting for establishing human rights in the country.
The two served time behind bars due to an order of the Appellate Division, he said.
Acting secretary general of BNP Mirza Fakhrul Islam Alamgir told the meeting that his party was born to protect human rights of the people.
He said BNP Chairperson Khaleda Zia has urged all to participate in the struggle for protecting human rights, since the democracy and human rights are in jeopardy.
Mahmudur Rahman, Amar Desh acting editor, said his newspaper has been struggling against violation of human rights and will continue its fight even if BNP comes to the power in future.
Supreme Court Bar Association President Khandker Mahbub Hossain, Prof Talukder Moniruzzaman and Prof Mahbub Ullah, among others, spoke at the occasion.

The number of refugees in Nayapara and Kutupalong camps is now 28,000 and the Myanmar government agreed that a large number of the refugees are Myanmar nationals, said Foreign Secretary Mijarul Quayes on Saturday at a press briefing at the foreign ministry.The newly formed government of Myanmar has agreed to take back registered Rohingya refugees currently staying at two refugee camps in Cox’s Bazar but made no decision on the large number of unregistered Rohingyas living in Bangladesh.
Apart from the refugees, there are a huge number of undocumented Myanmar nationals living in Bangladesh without refugee status, he said referring to the unregistered Rohingyas.
“Although they do not have refugee status, we are not forcing them out of the country on humanitarian ground,” Quayes said, adding that the Myanmar authorities have agreed to discuss the undocumented nationals.
The refugees at the camps had declined to return, he said hoping that they may have the confidence to go back now as Myanmar has a new government.
Bangladesh, Myanmar and the United Nations High Commissioner for Refugees (UNHCR) took a fresh initiative to return the refugees to their homeland, said Quayes, who attended Foreign Office Consultations held in Myanmar on August 25.
Both governments are in discussion to launch synchronized patrol of the common border by border guards of the two countries to stop fresh influx of Myanmar citizens into Bangladesh, Quayes said.
Prime Minister Sheikh Hasina is set to visit Myanmar soon to discuss this issue among others but the date of the trip has not been fixed yet, he added.
According to different sources, there are more than 300,000 unregistered Rohingyas living among the local population, in slums and villages mostly throughout Cox’s Bazar district but also in smaller numbers in the Chittagong Hill Tracts.
Rohingyas began fleeing Burma in the late 1970s, although the biggest influx was in 1992 when an estimated 250,000 fled to Bangladesh. Most of them were repatriated following agreement between Bangladesh and Myanmar with the UNHCR supervision.

“To be sure, anyone can go to an international expert and seek opinion about the EVM system,” the commissioner said when BNP-backed mayoral candidate for the Narayanganj City Corporation (NCC) polls raised the issue.
Sohul was addressing a views exchange meeting with the aspirants in the NCC polls, journalists and local eminent people at Shaheed Zia Hall in Narayanganj town, reports our Narayanganj correspondent.
Asked whether army will be deployed during the elections slated for October 30, he said the Election Commission (EC) “will do everything necessary” for maintaining law and order during the polls.
When mayoral candidate Selina Hayat Ivy reiterated the demand for army deployment, the participants expressed solidarity with her.
Two other mayoral candidates – Shamim Osman and Taimur Alam Khandoker – took part, among others, at the meeting that began around 11:45am.
Around 4,500 members of Rapid Action Battalion, police, Ansar and Coast Guard will be deployed to maintain the law and order, Sohul informed.
When Shamim Osman protested some of the news reports carried by a number of electronic and print media criticising him, the election commissioner suggested him to go to court if he has any objection.
The former Awami League lawmaker also sought permission from the EC for holding public rallies saying that he cannot go door to door to ask for votes due to his health condition.
As the law does not allow this, Sohul Hussain suggested Shamim to file a prayer with EC saying they will discuss the matter.
Earlier, Sohul Hussein held a meeting with the officials of Narayanganj district administration to discuss poll preparation.
The three front runners for the mayoral race yesterday moved from door to door separately seeking blessings of the people.

A couple was killed when their private car skidded off the Dhaka-Tangail highway and turned turtle near the east side toll plaza of Bangabandhu Bridge in Tangail early Saturday.
The victims were identified as Major (retd) Dewan Tareq bin Rashid, 50, the traffic and security in-charge of Metallurgical Construction Company of China (MCCC), a Chinese company assigned to collect toll and maintain the bridge, and his wife Farhana Moonmoon, 36.
The couple who were from Moulvibazar district used to live at a quarter of the company situated at the east side of the bridge, reports our Tangail correspondent.
The accident took place around 12:30am when Tareq along with his wife went for a drive and lost control over the steering of their private car on way to the quarter, said Tapash Chandra Pandit, officer-in-charge (OC) of Bangabandhu Bridge East Police Station.
Farhana died on the spot while Tareq succumbed to his injuries on way to Tangail General Hospital, the OC added.
The accident might have been taken place due to the technical problem of the car, the OC said quoting the officials of the company.
The couple went out for the drive leaving their eight-month-old daughter Ikra at home.

Protesters worldwide geared up for a cry of rage on Saturday against bankers, financiers and politicians they accuse of ruining global economies and condemning millions to poverty and hardship through greed.
Galvanised by the past month's Occupy Wall Street movement, the global protest began on a sunny spring day in New Zealand and is due to ripple round the world to Alaska via London, Frankfurt, Washington and New York.
Riot police prepared for any trouble -- cities such as London and Athens have seen violent confrontations this year -- but it was impossible to say how many people would actually turn out despite a rallying call across social media websites.
"I've been waiting for this protest for a long time, since 2008," said Daniel Schreiber, 28, an editor in Berlin. "I was always wondering why people aren't outraged and why nothing has happened and finally, three years later, it's happening."
New Zealand and Australia got the ball rolling while most of traditionally reserved Asia was quiet. Several hundred people marched up the main street in Auckland, New Zealand's biggest city, joining a rally in the city square where about 3,000 chanted and banged drums, denouncing corporate greed.
About 200 gathered in the capital Wellington and 50 in a park in the earthquake-hit southern city of Christchurch.
In Sydney, about 2,000 people, including representatives of Aboriginal groups, communists and trade unionists, protested outside the central Reserve Bank of Australia.
"I think people want real democracy," said Nick Carson, a spokesman for OccupyMelbourne.Org, as about 1,000 gathered in the Australian city. "They don't want corporate influence over their politicians. They want their politicians to be accountable."
Hundreds marched in Tokyo, including anti-nuclear protesters. Dozens in Manila, capital of the Philippines, marched on the US Embassy waving banners reading: "Down with US imperialism" and "Philippines not for sale".
The protests are billed as peaceful. But in a sign of what may happen, a group of students stormed Goldman Sachs's offices in the Italian city of Milan on Friday.
The students broke into the hall of the Goldman Sachs building in the heart of Milan's financial district. The protests were quickly dispersed but red graffiti was daubed on its walls expressing anger at Prime Minister Silvio Berlusconi and saying "Give us money".
Demonstrators also hurled eggs at the headquarters of UniCredit , Italy's biggest bank.
Italian police were on alert for thousands to march in Rome against austerity measures planned by Berlusconi's government.
SOMETHING HAPPENING HERE
In Britain, demonstrators aim to converge on the City of London -- a leading international financial centre -- under the banner "Occupy the Stock Exchange".
"We have people from all walks of life joining us every day," said Spyro, one of those behind a Facebook page in London which has grown to some 12,000 followers in a few weeks.
Spyro, a 28-year-old who has a well-paid job and did not want to give his full name, summed up the main target of the global protests as "the financial system".
Angry at taxpayer bailouts of banks since 2008 and at big bonuses still paid to some who work in them while unemployment blights the lives of many young Britons, he said: "People all over the world, we are saying, 'Enough is enough'."
Greek protesters aligned with Spain's "Indignant" movement called an anti-austerity rally for Saturday in Athens' Syntagma square, scene of many rallies during the financial meltdown.
"What is happening in Greece now is the nightmare awaiting other countries in the future. Solidarity is people's weapon," the Real Democracy group said in a statement calling on people to join the protest.
TIME TO UNITE
Concrete demands are few other than a general sense that the "greedy and corrupt" rich, and especially banks, should pay more and that elected governments are not listening.
"It's time for us to unite; it's time for them to listen; people of the world, rise up!" proclaimed the website United for #GlobalChange. "We are not goods in the hands of politicians and bankers who do not represent us ... We will peacefully demonstrate, talk and organise until we make it happen."
In Germany, where sympathy for southern Europe's debt troubles is patchy, the financial centre of Frankfurt and the European Central Bank in particular are expected to be a focus of marches called by the Real Democracy Now movement.
In the United States, the hundreds of protesters at Manhattan's Zuccotti Park called for more people to join them. Their example has also prompted calls for similar occupations in dozens of US cities from Saturday.
In Houston, protesters plan to tap into anger at big oil companies.
Still, some analysts thought the protest momentum in some countries such as Greece and Spain was wearing out.
"More people agree with these protests than actually take part," said Professor Mary Bossis of the University of Piraeus.
Despite despair over austerity measures that have slashed wages and pensions and put hundreds of thousands out of work, the spark for sustained action was lacking, she said.
"There is anger, there is rage ... but what it takes to overturn the current situation is missing," she said.
The targets of the protesters' wrath are also unlikely to be around to feel it. The City of London, for example, is deserted at weekends as wealthy city workers head for the golf club, country house or generally enjoy a spot of rest and recreation.

al-Qaeda official killed in Yemen, pipeline blown up

The head of the media department of al Qaeda in the Arabian Peninsula was killed in an air raid on militant outposts in Yemen, and gunmen retaliated by blowing up a gas export pipeline, Yemeni officials and residents said on Saturday.
The death of Ibrahim al-Banna, an Egyptian described by Yemeni officials as high on their wanted list, is a fresh blow to the Islamist group regarded by Washington as the most serious threat to the United States, following the killing of Anwar al-Awlaki last month.
But the destruction of France's Total gas pipeline, which transports gas from the central Maarib province to Belhaf port on the Arabian Sea, was expected to deal a severe blow to the Yemeni economy, already reeling from months of protests demanding President Ali Abdullah Saleh step down.
The Yemeni Defence Ministry said six other militants died in the air raids late on Friday on militant hideouts near the town of Azzan in the southern Shabwa province, including the oldest son and a cousin of Awlaki, a US-born cleric.
But local residents and officials said they believed it was foreign aircraft, flying at high altitude and smaller than the Soviet-made Yemeni air force planes, that launched at least three strikes on several targets in the area.
"There were planes flying high. I could hear the sounds of their engines but I could not make them out," one witness who declined to be identified told Reuters. "All of a sudden, the area was shaken by successive explosions," he added.
A Yemeni official described al-Banna as a "dangerous" militant and one of the most wanted people internationally.
Witnesses said militants were seen removing several bodies and an unknown number of injured people from the scene after the raid early on Saturday.
Last month, a US drone killed Awlaki, identified by U.S. intelligence as "chief of external operations" for al Qaeda's Yemen branch and a Web-savvy propagandist for the Islamist cause, US officials said.
Relatives of Awlaki said the cleric's son and cousin were due to be buried at the site of the attack.
Islamist militants linked to al Qaeda trying to establish a foothold in Yemen captured large swathes of southern Abyan province, including the provincial capital Zinjibar, earlier this year.
The Yemeni army last month drove the militants out of Zinjibar, which lies east of a strategic shipping strait through which some 3 million barrels of oil pass daily.
GAS PIPELINE
Residents and officials said the 322-km pipeline, which links gas fields in Maarib, east of Sanaa, to a $4.5 billion Total-led liquefied natural gas (LNG) plant, was blown up soon after the raids.
Sources at Total told Reuters that the pipeline was blown up in two places, stopping the gas supplies that feed the Belhaf LNG plant. Witnesses said the flames were visible from several kilometres away.
The company evacuated nearly half its foreign staff to neighbouring Djibouti, and sent some local and French engineers to start repairing the pipeline.

Hearing on Muhammad Yunus’ writ petition challenging the legality of a central bank order removing him as managing director (MD) of Grameen Bank is in progress at the High Court.

The hearing began at 2:00pm at the HC bench of Justice Momtaz Uddin Ahmed and Justice Gobinda Chandra Tagore.

The same bench earlier allowed the microcredit pioneer to file a supplementary petition to submit more information on the same matter.

Pending the hearing on his writ petition challenging the legality of his removal, the High Court heard the supplementary petition first.

Earlier, while counsels of the petitioner and defendants, lawyers and journalists were waiting for the hearing to begin at 11:00am, Deputy Attorney General Karunamoy Chakma told the Daily Star that Justice Momtaz Uddin Ahmed informed him that the hearing on the petition would begin at 2:00pm.

Justice Momtaz quoted Justice Gobinda Chandra Tagore to be saying that he could not reach the court on time as he was caught in traffic jam.

Dr Yunus reached the court premises at around 9:00am, our correspondent covering the development reported from the High Court.

Yunus was unceremoniously relieved of his duties on Wednesday through a Bangladesh Bank letter sent to Grameen Bank Chairman Khondoker Muzammel Huq.

The central bank said Yunus failed to seek its approval when he was reappointed as the managing director in 2000, violating one of the statutes of the partly state-owned Grameen Bank.

Grameen however maintained that his position was legal.

Prof Yunus on Thursday filed a writ petition challenging the central bank order that removed him from the post of Grameen Bank MD as the wider international community showed its displeasure at the way the Nobel Prize winner for Bangladesh was treated.

The bench on Thursday fixed Sunday for giving order on Yunus' petition.

With Yunus’ forced exit, the microfinance institution's journey of over 30 years enters a different stage. He had started his lone campaign to provide loans to the poor, who had always been overlooked by the traditional banks, from his home village of Jobra in Chittagong. Defeating all sceptics, he not only proved that the poor are bankable, but he could turn it into an international movement. Countries across the world, including the USA, China, and India embraced his model of microfinance.

Foreign diplomats in Bangladesh sharply reacted to the government's move and none of them took it positively. They said they never thought that the government could make such an extreme move against an internationally reputed personality like Yunus.

US Ambassador to Bangladesh in Dhaka James Moriarty on Thursday said the United States is deeply troubled by the government removing Yunus from Grameen Bank and termed it “an unusual way to handle a Nobel Laureate”.

The government move surprised many of Grameen’s borrowers, who dubbed him the pathfinder in elevating them from poverty.

Economists with huge policy-making experience denounced the way the government decided to remove Yunus from the Nobel Prize winning Grameen Bank.

‘Friends of Grameen’, a newly established group headed by Mary Robinson, the former president of Ireland, who denounced the ‘new attempt of destablisation against Professor Yunus’ also expressed concern.

Criminal Investigation Department (CID) on Sunday sought two more months to complete further investigation into one of the two cases filed in connection with the August 21 grenade attack on an Awami League rally in 2004.

The CID so far got more than 18 months in six phases to complete the investigation into the case filed for killing 23 people, including Ivy Rahman and injuring scores in the attack.

Judge Fozila Begum of Second Additional Metropolitan Sessions Judge's Court will hear the petition on Monday.

CID's Special Superintendent of Police Abdul Kahar Akand, also investigation officer of the case, submitted a petition before the court seeking two more months as he could not complete the probe by the stipulated time given by the court.

Earlier on November 22 last year, the same court granted three and a half months to the CID, which will expire on Monday.

Another case filed under the Explosive Substances Act remained pending with the other court.

The High Court on Sunday directed the Bogra police to pray to the local court to cancel the bail of three people, who are allegedly involved in grabbing the land of Mahasthangarh archaeological site.

They are Khokhon Sarkar, Sajub Sarkar and Saiful Islam.

The HC bench of AHM Shamsuddin Chowdhury Manik and Justice Sheikh Md Zakir Hossain also ordered the police to pray to the lower court for placing them on remand in this connection.

The court said if the lower court rejected the remand prayer, they will have to apply to the higher court for their remand.

Superintendent of police of Bogra Humayun Kabir, Officer-in-Charge (OC) Mokazzem Ali of Shibganj Police Station and OC of Sadar Police Station Khalequzzaman on Sunday appeared before the bench as per its earlier order.

They told the court that they had arrested Khokon, Sabuj and Saiful on charge of grabbing the archeological heritage and prayed for their remand to a Bogra court.

But they were released on bail as the court granted them bail rejecting their remand prayer.

The SP told the court that he is not capable to discharge function as a member of the committee formed earlier to recommend ways to protect the historical archaeological site and its adjacent mosque and shrine because he remains busy with his other official work.

After hearing his statement, the bench deleted the name of the SP from the committee and replaced him by the chief executive officer of the district council of Bogra.

The bench fixed April 6 for further orders on this issue.

The bench also directed the police to ensure security of the Bogra correspondents of The Daily Star and Prothom Alo and custodian of Mahasthangarh Archaeological Museum Naheed Sultana and their family members.

Hasibur Rahman Bilu of The Daily Star, Milon Rahman of the Prothom Alo and Custodian Naheed Sultana on March 2 appeared before the court and said some people involved in land grabbing in the name of developing the shrine are threatening to "punish" them through mobile courts by filing false cases.

On the same day, the same bench summoned the SP to appear before it on Sunday to explain why the people, who are allegedly involved in grabbing the archaeological site, were not placed on remand.

Heavy machine-gun fire erupted early Sunday in the Libyan capital of Tripoli, including in the neighbourhood of Moammar Gaddafi's residence.

Frequent bursts of gunfire and car horns could be heard around the city, beginning at 5:30am. and lasting for several hours, but it was not immediately clear who was firing. An Associated Press reporter said the gunfire was heard near the vast complex where the Libyan leader lives, although it was not known if he was in Tripoli.

A government spokesman, Abdel-Majid al-Dursi, told the AP that the gunfire was celebratory, claiming that government forces had retaken the oil port of Ras Lanouf, in central Libya. But residents of Ras Lanouf said Sunday that the opposition remained in control of the port.

Opposition forces took the port on Saturday and pushed toward Gaddafi's hometown, even as government forces in tanks rolled into Zawiya, the opposition-held city closest to the capital, in a seesaw for both sides in the bloody battle for control of Libya.

The rival successes signaled an increasingly long and violent battle that could last weeks or months and veered the country ever closer to civil war.

The crisis in Libya has distinguished itself from the other uprisings sweeping the Arab world, with Gaddafi unleashing a violent crackdown against his political opponents, who themselves have taken up arms in their attempt to remove him from office after ruling the country for more than 41 years. Hundreds have been killed.

Gaddafi has drawn international condemnation for his actions. President Barack Obama has insisted that Gaddafi must leave and said Washington was considering a full range of options, including the imposition of a "no-fly" zone over Libya.

With the Gaddafi regime's tanks prowling the center of the city of Zawiya, west of Tripoli, residents Saturday ferried the wounded from the fierce fighting in private cars to a makeshift clinic in a mosque, fearing that any injured taken to the military-controlled hospital "will be killed for sure," one rebel said after nightfall.

Rebels in the east advanced from their eastern stronghold toward Sirte, setting the stage for fierce fighting with pro-Gaddafi forces who hold sway in the tribal area.

Western leaders focused on humanitarian aid instead of military intervention, and the Italian naval vessel Libra left from Catania, Sicily, for the rebel-held port of Benghazi in eastern Libya, with 25 tons of emergency aid, including milk, rice, blankets, emergency generators, water purifying devices and tents. It is due to arrive early Monday.

The storming of Zawiya, a city of some 200,000 people just 30 miles (50 kilometers) west of Tripoli, began with a surprise dawn attack by pro-Gaddafi forces firing mortar shells and machine guns.

"The number of people killed is so big. The number of the wounded is so big. The number of tanks that entered the city is big," the rebel in Zawiya said, speaking on condition of anonymity because he feared government reprisal. The rebels vowed to keep up the fight in the city.

Parliamentarians, civil society warn against changes to ACC law without proper consultation

Amendments without having the opinion of the experts and stakeholders will weaken the Anti-Corruption Commission law, parliamentarians and civil society members said.

They made the observations after the government last week placed a bill in parliament proposing some changes to the ACC law.

The government, which enjoys two-thirds majority in parliament, is expected to pass the amendments unopposed, while ACC Chairman Ghulam Rahman is still in the dark about the proposed changes.

The bill, tabled on Monday, is now awaiting scrutiny at the parliamentary standing committee on law, justice and parliamentary affairs ministry.

“Abrupt amendments without proper consultation with the experts and the people likely to be affected by the law will make the law worse instead of strengthening it,” said noted jurist Dr Kamal Hossain.

Dr Kamal, who was a member of parliament in 1972-75, explained that one of the most important aspects of making an effective legislation is to review public opinion and talk to people who know about the issue well.

“Otherwise, more will be lost than gained,” he added.

Akbar Ali Khan, former adviser to caretaker government, said, “The effort to amend the law is unnecessary and it is the politicians' overreaction to the activities of the last caretaker government.”

He said had parliament wished to gauge public opinion or discuss the matter, it would have organised a public hearing on it before sending it for scrutiny.

Workers Party President and lawmaker Rashed Khan Menon said the amendment proposals were wrong, particularly the provision of mandatory prior permission before bringing corruption charges against public servants.

“Elected representatives and government officials are the main people involved in administrative and political corruption. Limiting the ACC's power to move against them would render the commission ineffective,” said Menon.

Underlining the necessity of discussion in parliament, Awami League presidium member Abdur Razzak said this is why the presence of the opposition is necessary in parliament.

He, however, gave reasons for the provision requiring permission to file cases against public servants. “Public servants deal with many secret matters of the state. Filing graft cases against them might put those at risk.”

Former law minister and BNP lawmaker Moudud Ahmed has no sympathy for the ACC, which he said, was used as an agent of the last caretaker government.

“It is a one-party parliament as we are not attending. Now it is up to the government to decide over the ACC's fate,” added the senior BNP leader who stands accused in a corruption case filed during the last caretaker government rule in September 2007.

BNP Senior Joint Secretary General Mirza Fakhrul Islam Alamgir expressed concern over the proposed amendments.

“The government is encouraging corruption. The amendment is nothing but a bid to avoid punishment in future for the corruption they are now involved in,” he said.

The opposition will protest the amendment inside and outside parliament, he added without saying when they are going to join parliament.

Suranjit Sengupta, chief of the parliamentary standing committee on law, justice and parliamentary affairs ministry, could not be reached for comments as he was not in the country.

Former law minister Abdul Matin Khasru, a member of the committee, said, “It is premature to make comments when the matter is not yet examined. Neither has it been placed before the standing committee for discussion.

“Criticism helps us move in the right direction and points out our mistakes. Our purpose is to eliminate corruption by formulating an appropriate law. We will rectify mistakes, if found.”

Regarding the mandatory prior permission, standing committee member Fazle Rabbi Mia said, “Any bill can be tabled. The committee would decide after discussion what its fate would be.”

He also mentioned that the committee should talk to all stakeholders before making any decision over the amendments.

Meanwhile, Transparency International has sent a “policy brief” to the standing committee with an 18-point demand and opinions of the ACC chairman, former caretaker government advisers, civil society members and legal experts.

Earlier in October 2009, the anti-graft body expressed strong reservations about six amendments proposed that year. It even met Law Minister Shafique Ahmed asking him to consider their observations before amending the law.

The proposed changes provoked an outcry among civil society members and anti-corruption stakeholders.

The government maintains that it is committed to making the law stronger and pro-people. But in reality, it has included all the amendments that the experts said would compromise the independence and effectiveness of the commission.

Quick power bid clicks

Govt's unsolicited rental projects to spell some relief by April; contractors behind schedule by few weeks, some fail

The government's drastic bid to meet power demands during the upcoming irrigation season thorough unsolicited "quick" rental power plants appears successful to a great extent, although some of these deals have flopped.

The Power Development Board (PDB) forecasts a dozen power plants with 1,100 megawatt power generation capacity would come into operation between March and April when the power demand for irrigation surge to an unmanageable height.

Despite these new additions, there still will be around 1,000 MW of load-shedding during March-April. Another 300 MW power would be added to the national grid by July.

Already four such plants started operation and are supplying 350 MW of power to the national grid. Another 70 MW gas-fired unit set up by British company Aggreko started test run from February 21 in Brahmanbaria and is currently running the full capacity test. The plant is likely to go commercial within a couple of days.

Sources in PDB say out of 18 unsolicited rental power deals signed last year to add nearly 1,500 MW power by April, at least 16 would be successful. But most of them would miss their original deadlines. Some deadlines will be missed due to contractors' inefficiency, while some will be missed because of PDB's delay in handover of land or necessary infrastructure to the contractors.

The sources add if the government could award all of these unsolicited contracts to genuine entrepreneurs, the nation could have expected an early relief from load-shedding. Earlier in November, the cabinet purchase committee approved five other power contracts totalling another 487 MW capacity. But none of these unknown local contractors later appeared to sign the contracts.

These defaulting companies are GG Waver (200 MW), Cambridge (90 MW), APR Energy (50 MW), EQ Capital (48 MW) and Wintara (99 MW).

Industry insiders say all of these five deals were pushed by some ruling party parliamentarians. Soon after the purchase committee approved their contracts, these companies went to various business groups to sell out their projects and make easy money, they add.

These flops aside, PDB has been positive about some contractors which have been trying hard to live up to their promises. British company Aggreko, which is the only real "rental" power company among all involved in the business in the country, has so far closely lived up to its promises. It has, however, fallen behind schedule with two gas-based projects in Brahmanbaria and Ashuganj mainly because PDB had some difficulties in handing over land to the company in time.

Summit and its sister concern KPCL have also made significant progress with their projects in Madanganj and Khulna but would still fall behind the schedule by two to five weeks.

The IEL Consortium Associates that is setting up a plant in Meghnaghat and also helping Dutch Bangla Power to build another one in Siddhirganj is also expected to launch their plants close to its deadlines. The IEL made expected progress in its Meghnaghat project. But PDB, which was supposed to avail the power evacuation system for this project on February 20, could not do so till now. The PDB expects to avail this system in mid-March. This delay would affect the IEL launching schedule.

Powerpac Mutiara, Acorn Infrastructure, Northern Power Solution, Sinha Power have made good progress with their projects in Keraniganj, Julda, Katakhali and Amanura, but all of them have fallen two to four weeks behind the schedule.

Two power companies Hyperion and Max Power have not made distinctive progress and it is likely that these companies might end up paying huge penalties to PDB. All the contracts outline a penalty clause under which the defaulter company would pay PDB $500 per megawatt per day for failure to launch on time.

The majority of these power projects will run on furnace oil and some on diesel as the country is facing serious gas supply crisis. Gas-fired power costs half of that produced by furnace oil-fired power. Furnace oil-based power generation is environmentally hazardous, but it costs half of that produced by diesel.

Four of them will operate on natural gas which is now available with PDB as some large power plants have gone under long-term repair work.

"We are now working on the oil supply system to ensure uninterrupted oil supply and storage," said PDB Chairman Alamgir Kabir. He added even if some power contractors fail, the quick rental power schemes would bring a major relief to the country by June this year.

Later this year, some public sector peaking power projects would commence operation. By the end of this year, PDB expects to put almost an end to the long-standing regime of load-shedding.
